Performance analysis always begins with identification. 

What are the expectations?

Are they being met? [satisfactory performance]

Can we do it better? [performance improvement]

Conversely, if you don't define what your expectations are, you may end up paying for something you don't even want. 

If you're going to talk about the things I need, then you're going to have to find out what they are.
